​to Expand Direct Care Across Michigan
 

INDUSTRY COLLABORATIVE TO EXPAND
​DIRECT CARE ACROSS MICHIGAN


The Industry Collaborative to Expand Direct Care Across Michigan (ICEDCAM) initiative is a statewide Collaborative working to address the Direct Care Worker (DCW) shortage in Michigan. The goal of this project is to begin to create a statewide Collaborative that will contribute to a strategic, coordinated statewide DCW infrastructure based on consensus to address DCW turnover and retention challenges. 

IMPART Alliance, with the support of LEO, has brought together more than 35 Collaborative Members and Partners including MI Works! Agencies, education and training institutions, professional associations, workforce development organizations, government, and other applicable partners from across the state to: 


  • Begin to form a statewide industry collaborative (IC) that will target and advance the DCW workforce by addressing recruitment, retention, and skills gaps in this high-demand industry. 
  • Formulate shared, customized solutions to fill identified talent gaps using the industry or employer-led collaborative (ELC), Talent Pipeline Management (TPM) and Business Solutions Professionals (BSP) approaches, and talent supply chain strategies and practices.
  • ​Work with a Talent Development Liaison from LEO to formulate and execute responsibilities in the areas of 1) Development and Implementation Activities, 2) Education and Training Activities, and 3) Employer Technical Support, leading to achievement of the following goals: 
    • Identifying new talent sources including underserved and underutilized populations and strategies on how to successfully recruit in these new labor pools to widen the pipeline. 
    • Reaching consensus on DCW competencies, credentials, training, and other hiring guidelines. 
    • Developing a model DCW curricula and training opportunities for Trainers who can virtually train new DCWs and provide reskilling/upskilling of incumbent workers. Training DCWs requires trainers. With more qualified Trainers, the number of DCWs will begin to grow exponentially. Specifically, we will develop Master Trainer (MT), Train-the-Trainer (T3), and DCW curricula that can be delivered virtually, and which aligns with the competencies adopted by the state DCW Advisory committee and three levels of DCW under consideration by the state Committee. We plan to pilot the MT and T3 programs. 
    • Developing a process for waivers based on competence and return demonstrations. 
    • Developing a plan for credentials for each DCW level.
    • Developing well-articulated career pathways that provide advancement opportunities within and outside of the IC employers.
    • Serve as the precursor to a MI DCW Training Infrastructure proposal under development. 

This project is made possible through MICA (Michigan Industry Cluster Approach) 3.0 funding supporting activities that help employers address critical workforce needs.
